Hiba El Labadi, 32, Palestinian Jordanian citizen, was arrested on 20 August 2019. She was interrogated under torture at the Petah Tikva interrogation facility for four weeks. After the Israeli authorities failed to file an indictment against her, she was placed under administrative detention until 20 February 2020. On 24 September 2019, right after she received the administrative detention order, Hiba started a hunger strike in protest against the order. As punishment the Damon Prison authorities moved her to Kishon (Jalameh) Detention Center, to a small filthy cell.

Administrative detention is a procedure that allows the Israeli occupation authorities to incarcerate detainees for extended periods, without indictment. Administrative detention is mainly used to incarcerate Palestinians. An administrative detention order may be issued for up to six months, but it can be extended time and again, without limitation.
